Performances et pôles de compétitivité : une revue de littérature

Résumé

Les pôles de compétitivité initiés en 2005 constituent un dispositif important de la politique industrielle française. La question de la performance de ce dispositif se pose à divers niveaux : macroéconomique, mésoéconomique (ou intermédiaire), microéconomique. Celle des modalités de mesure des performances devient essentielle, dès lors que l'on veut tester l'efficacité des pôles de compétitivité. Cet article fait le point sur les déterminants identifiés par la littérature quant aux performances des clusters en général et des pôles de compétitivité en particulier. Il révèle notamment l'influence positive de la présence d'intermédiaires dans ces dispositifs collaboratifs, le rôle du capital social, le potentiel du contrôle informel. .. En revanche, les financements publics ne semblent pas jouer un rôle décisif sur les performances des pôles de compétitivité.
